With only 12 day before the implementation of the new Foreign NGO Law, the Ministry of Public Security (MPS) has finally released a list of the professional supervisory units (PSU) for foreign NGOs seeking registration.

China Law Translate has done the heavy lifting on getting the document translated. It’s quite a mouthful: Catalog of Fields and Projects for Foreign NGOs with Activities in China, and Directory of Professional Supervisory Units (2017).
The chart indicates which supervisory unit is responsible for various fields, sub-fields, and projects. For example, an educational NGO working in higher education to “support regions and schools of higher learning in improving the quality of education” will need approval from the Ministry of Education and “competent departments of provincial level people’s governments.”
While there are still unanswered questions (what is a competent department?), at least foreign NGOs now know who their potential “mothers-in-law” are.
